If you are not completely satisfied with your unworn purchase, simply return the item with original receipt and price tickets attached within 14 days for an exchange or Gift Card.

Yes, you need the original receipt and price tickets attached to return items within 14 days. Upon return or exchange, your name, address, phone number and signature may be required for audit purposes. Photo ID will be required upon the issuing and redemption of a Gift Card.

So here's the thing about rue21-it's basically the retail equivalent of a phoenix, except this particular bird has risen from the ashes three times now. And honestly? That's kind of fascinating.
The brand started way back in 1970 as Pennsylvania Fashions Inc., but it wasn't until the early 2000s that it became the rue21 we know today. The name itself is pretty clever when you think about it-"rue" is French for street, and 21 is supposedly the age everyone wants to be. It's that sweet spot between teenage angst and actual adulting, which makes sense when you look at their target demographic.
For years, rue21 was that mall staple where you could grab graphic tees with pop culture references, affordable denim in every wash imaginable, and accessories that wouldn't break the bank. At its peak, the company operated around 1,200 locations across the United States. That's a lot of skinny jeans and hoodies.
But here's where it gets interesting. The company filed for bankruptcy in 2003, then again in 2017 (closing 400 stores that time), and most recently in May 2024 when all 540 remaining stores shut down. Each time, industry experts wrote obituaries for the brand. Each time, someone saw potential worth salvaging.
Enter YM Inc., a Canadian fashion house that already owns Charlotte Russe, Aéropostale Canada, and Urban Planet. They scooped up rue21's intellectual property for about $4 million in June 2024-which, in retail terms, is basically pocket change. By August, stores started reopening. As of early 2025, they're back up to 125+ locations and counting.
What makes rue21 resilient isn't some revolutionary business model. It's simpler than that. They offer trendy, affordable fashion to young adults who want to look good without spending Forever 21 money (pun intended). Their clothes are designed for people who "desire, wish, or feel to be 21"-basically anyone who wants to stay current without taking out a loan.
The new ownership seems committed to learning from past mistakes. They're focusing on fresh products, better customer service, and a more curated store selection rather than the aggressive expansion that contributed to previous bankruptcies. They're also inviting former employees back, which suggests they understand that institutional knowledge matters.
